Assistant Research Professor, Nutrient Management

The Department of Plant Science at The Pennsylvania State University in University Park, Pennsylvania is seeking candidates for a non-tenure track, 36-week appointment, Assistant Research Professor with 75% extension and 25% research responsibilities to serve as the Associate Director of the Pennsylvania Nutrient Management Education Program (PA-NMEP). The PA-NMEP serves the needs of nutrient management stakeholders by providing training to individuals seeking certification as Nutrient Management Specialists within the Pennsylvania Act 38 Nutrient Management legislation, by developing tools for nutrient management planning such as software, forms, and informational manuals, identifying research-based nutrient management best
practices, and by providing technical expertise and educational support. The Associate Director will coordinate activities of the PA-NMEP, which is funded through a recurring grant from the Pennsylvania Department of Agriculture and the State Conservation Commission. Responsibilities of the Associate Director include:
  • Development of annual work plans and funding requests submitted to the State Conservation Commission
  • Implementation of the work plans
  • Monitoring of the budget
  • Submission of quarterly reports detailing outputs of the PA-NMEP


The Associate Director will serve as chair of the Nutrient Management Education Workgroup, which is made up of partners from state and federal agencies who participate in the Act 38 certification training series and meets quarterly to plan and evaluate the training series. The Act 38 certification training series is held twice a year, and within each training cycle the Associate Director will lead the Managing Manure Nutrients workshop (2 days), Introduction to Livestock Production Systems workshop (1 day), Animal Concentration Areas and Barnyard BMPs workshop (2 days) and participate in the Orientation workshop (1 day), Plan Writing workshop (3 days), and Plan Review workshop (1 day). All workshops are taught with co-instructors from
members of the Nutrient Management Education Workgroup.

The Associate Director will also co-supervise one employee within the PA-NMEP, a Research Technologist who manages the Nutrient Management Plan and Nutrient Balance Sheet standard format spreadsheet tools. The Associate Director will be a member of the Penn State Extension Agronomy team and will participate as needed in extension education programs that support the needs of the nutrient management community, such as providing conference presentations that offer continuing education credits to Act 38 Nutrient Management Specialists and authoring fact sheets and newsletter articles on relevant topics. The Associate Director will also develop an applied research program that supports the needs of nutrient management stakeholders and that intersects with broader research initiatives in the College of Agriculture and other partner institutions. The position will be located at the University Park campus of Penn State and significant travel throughout the Commonwealth will be required. The Associate Director is encouraged to seek out funding opportunities to supplement the 36-week appointment with up to 12 weeks of additional salary to conduct related teaching, research, and extension activities.

Education and Experience:

This position requires a Master's Degree or Doctorate in Animal Science, Soil Science, Agronomy, Plant Science, or a related discipline. Candidates should have significant experience conducting nutrient management educational programs in the past and a familiarity with Pennsylvania's Act 38, Act 49, and Chapter 91 manure and nutrient management regulations. This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks. Salary will be commensurate with education and experience and the position will be eligible for promotion through the University's non-tenure track faculty promotion process. The position will be supervised by Dr. Charlie White in the Plant Science Department. The desired start date for the position is between July 1, 2022 and September 1, 2022.
